Serving the Conference Through Leadership

The Free Methodist Church in Southern California relies on dedicated individuals who serve on various boards and committees to guide our conference’s ministry and governance. These elected positions represent the collective discernment of our conference as we select qualified leaders who will help shape our future direction.

Selection Process

The Nominating Committee identifies potential candidates for each open position based on spiritual maturity, relevant skills, commitment to Free Methodist values, availability, and representation across our diverse conference communities. After confirming willingness to serve, nominees are presented to the Annual Conference for consideration.

During the business session, delegates will vote on the slate of nominees using a ranked choice system that will be explained during delegate training and at the conference. Delegates should review nominee information before the conference and come prepared with any questions.

Board and Committee Positions

Board of Administration (BOA)

The Board of Administration serves as the primary governing body of the Annual Conference between conference sessions. The BOA sets policy and strategic direction, oversees resource allocation, manages leadership selection, and monitors ministry effectiveness. The board consists of equal representation from clergy and laity, with members serving terms of varying length.

Finance Committee

The Finance Committee provides oversight of conference resources through budget development, asset administration, and financial planning. Members typically have experience in finance, accounting, or related fields.

Ministerial Education & Guidance (MEG)

The MEG Committee develops pastoral leadership by overseeing ordination processes, establishing educational standards, maintaining accountability frameworks, and administering restoration procedures when needed. Members need deep understanding of Free Methodist theology and pastoral experience.

Kingdom Ministry Group (KMG)

The KMG focuses on church planting and revitalization initiatives by developing ministry strategies and implementing growth initiatives. This committee benefits from members with experience in new church development and strategic planning.

The MAC manages the strategic placement of ministers by matching pastoral gifts with church needs, monitoring ministry progress, and supporting clergy transitions. Committee members need wisdom, confidentiality, and understanding of both church and pastoral dynamics.

My name is Sandra Conditt. I am a member of Chapel of Change in Paramount, California, where I have served in the Women’s Discipleship Ministry as a leader at our Carson campus location for the last 4 years. I am also currently in discipleship with Elder Irene Ramirez and have been discipling 3 ladies for the last 6 months.

Colleen Hurley-Bates

Santa Barbara, Santa Barbara Free Methodist Church

Rev. Dr. Colleen Hurley-Bates has served as the Lead Pastor in Santa Barbara for the past nine years. Previous to this role, she worked at FMCSB as both Pastor of Adult Ministries and Children’s Ministries. She has served on pastoral staff for 30 years and was ordained in 2000. Colleen has served in various capacities in the Southern California Conference as a member of the BOA, on the MEG, as a Regional Leader, as a General Conference Delegate, and as a Field Superintendent. Her passion is for raising up leaders, creating healthy systems, and resourcing pastors and ministries. She has been married to Mark Bates for 32 years and they have one daughter.

Zachary Loczi

Murrieta, Centerpoint Church

I lead with a perspective that values relationship over being right—choosing to see people through God’s lens of grace. I strive to call out the unique, God-given qualities in others, forming meaningful connections that encourage spiritual growth and help individuals walk confidently in their purpose. At Centerpoint Church, I serve as Co-Director of the Men’s Ministry, help lead small group leader training across ministries, support the weekend experience production team, and participate in both small groups and the Freedom Prayer ministry. Professionally, I’ve worked as a consultant across North America and beyond, helping organizations turn complex ideas into clear, actionable strategies. I’m known for balancing creative thinking with practical implementation—equipping teams with realistic goals and sustainable growth. This passion for development—both spiritual and strategic—drives everything I do, in and out of the church.

Adriana Manzo

Santa Ana, Free Methodist Church

Hello, my name is Adriana Manzo. I am a member of Santa Ana Free Methodist Church. I have had the pleasure of serving the Lord since the age of 9. I formed part of the church dance group, served in the worship team, and now have the pleasure of serving as a delegate in our congregation. I am currently also helping out with our youth group alongside 2 other couples in our congregation. It’s an honor to be nominated for the Board of Administration and Finance Committee. In my opinion, it is very important to be an active member in church, meaning serving in any way possible. Not only does it keep us active in our faith, but we also serve as an example for our kids and everyone else watching. I strive to be able to lead by example for my own kids, ages 15 and 16, who are currently serving in the worship team, teaching them the importance of staying active in church. Teaching them the importance of serving the Lord with all of our hearts and always putting God first. It would be a great pleasure to be able to serve in any of these positions I was nominated for. Brett Masters

Lake Elsinore, The Dream Center

Since 1997, Brett has dedicated his life to service, combining visionary leadership with a heart for helping others. He currently serves as Lead Pastor and Executive Director of Dream Center Lake Elsinore, following years of leadership with Celebrate Recovery at The Lamb’s Fellowship. A grateful Free Methodist, Brett has served on the FMCSC Board of Administration since 2022 and previously contributed to the Property & Finance Committee. He also served on the board of The Pathway Project, supporting vulnerable populations through faith and government collaboration. Brett graduated with honors from UCSD in 2005 with a BA in Economics and Political Science, later building a successful financial planning career while raising his two sons, Dylan and Trevor. He and his wife Aubrey now share two young children, Madeline and Wesley. Originally from Boise, Idaho, Brett enjoys running, backpacking, and golf when time allows.

Serena Oriero

I’m honored to be nominated for the Board of Administration. I serve as the Administrative Assistant to the Western Regional Bishop of the FMCUSA and am deeply invested in the life of the church. I’ve had the joy of serving on the Ministerial Appointments Committee and briefly with the Ministerial Education and Guidance Committee in the FMCSC. I’m an ordained elder and currently pursuing my MDiv at Northeastern Seminary. I also serve as the FMC Program Manager for Aldersgate School of Ministry, where I get to support future leaders in their formation. I’m passionate about serving the Church with integrity, joy, and a heart for justice and inclusion.

Michelle Ramage Lenz

Garden Grove, Living Spring Church

Michelle Ramage is the Associate Pastor at Living Spring Church, where she has served since 2019. She was ordained as an elder in the FMC in 2020 and brings a background in jail chaplaincy, community organizing, and spiritual formation. At Living Spring, Michelle oversees children’s and family ministries, prayer ministries, community outreach, and is part of the preaching team. She holds a Master’s of Divinity from Fuller Seminary and studied Global Development and Reconciliation at Seattle Pacific University. In 2024, she completed a two-year program in Spiritual Direction and is also trained in offering spiritual direction with children. Michelle is passionate about the local church, prayer, theology, God’s heart for justice, and desires that all would taste and see the abundant goodness of God. She loves the historic values of the Free Methodist Church and would be grateful to play a small part in helping the church uphold them today.

I have been a 911 Police Dispatcher with LAPD for 28 years. I earned a BS degree in Organizational Leadership from APU. I serve at Chapel of Change as an associate pastor and oversee the Leadership Development process of emerging leaders. I lead a weekly discipleship Bible study on Zoom. I have served on several church boards and administrative and financial committees having to do with procurement and acquiring property.

I have been a part of the Free Methodist Church since 2002 when I began attending the Santa Barbara church as a college student. After interning at the Santa Barbara church for three years, I completed my M.Div. at Duke Divinity School. Following the completion of my degree, I served the Verdugo Church in Los Angeles, and then I moved back to Santa Barbara in 2009. Here I served as the bookkeeper and then the Pastor of Administration, working closely with our boards to oversee the church and school budgets, human resources, insurance, and building maintenance. I have also served on the FMCSC Nominating Committee and Property/Finance Committees, and I am honored to be nominated to serve on the Finance Committee again.

Ruben Luna

Ruben has served as the Executive Pastor at Marina Christian Fellowship since 2003. With a deep love for community engagement, he actively supports initiatives like Habitat for Humanity and the local youth shelter. He has been a member of the Board of Administration since 2021 and has contributed to the Finance Committee for several years. Passionate about using his gifts in administration, he finds joy in helping equip and encourage local churches and pastors in their ministry.

Christopher Mannoia

Christopher Mannoia currently serves as the Vice President of Finance & Business Administration at Kingdom One, a nonprofit consulting organization that supports churches and ministries across the country. In this role, he leads the internal finance and business operations of the organization, while also overseeing the teams that provide CFO, finance, bookkeeping, and administrative services to a diverse portfolio of ministry clients. With over 15 years of executive leadership experience in both nonprofits and churches, Christopher specializes in building clear, scalable systems that empower organizations to thrive with excellence and integrity. Christopher lives in Murrieta with his wife and three young children.

Jeff Oriero

It’s a privilege to be considered for the Finance Committee, and I’m truly honored by the nomination. Serving the Church has always been a meaningful part of my life, and I’m grateful for every opportunity to contribute. At The Avenue Church in Riverside, I currently serve as Chair of the Local Board of Trustees and lead the Buildings and Grounds team. I’ve also had the chance to serve on the Conference Nominating Committee, experiences that have deepened my appreciation for the ways we collaborate to support the work of the Church. In my professional life, I’ve been with First American Title Insurance Company for over 35 years. As a Commercial Title Officer, I now focus on statewide mapping across California. This work has shaped my skills in organization, financial systems, and property management—areas I believe are valuable in supporting the Church’s mission through wise stewardship. I’m thankful for this nomination and look forward to the possibility of serving in this new way.

Monique Sambrano

Monique Sambrano has over 25 years of experience in the field of accounting and has been faithfully serving the Lord for 24 years. In her previous church, she served as an administrative assistant, where she managed the church’s finances with excellence and dedication. Currently, Monique is an active and devoted member of Chapel of Change in Paramount, CA. She serves on the Leadership Council, where she helps guide important financial decisions for the church. As a core member of the Paramount campus, Monique plays a key role in leading the campus and teaching Bible studies. In addition, she serves passionately in the Women’s Ministry, supporting and uplifting women in their walk with Christ. Monique’s heart for service and her leadership are a blessing to the body of Christ.

Serving as Senior Pastor, District Superintendent, and Executive Pastor across diverse congregations, Charles excels in spirit-led preaching, teaching, strategic planning, and prayer leadership. Recognized for equipping ministers, Charles has guided over 40 into licensing and 12 into ordination. Known for developing church-wide spiritual formation strategies and discipleship cultures, Charles has impacted congregations ranging from 60 to 10,000 members. A certified Emotional Intelligence Coach and ICF ACC Flourishing in Ministry Coach, Charles combines expertise in leadership coaching with a results-driven approach to empower others to fulfill their spiritual calling and achieve transformative growth.

Aubrey Masters

Aubrey planted the Dream Center in Lake Elsinore alongside her husband, Brett, in 2014. Dream Center is a missional church with a strong focus on recovery and out-of-the-box ministry ideas. She most recently led the charge to open a non-profit coffee shop in the heart of Lake Elsinore. Her passion is to help people step out of cycles of dysfunction and into health and to discover the futures and potentials God has made them for. Aubrey’s experience in church planting, business development, ministry collaboration, and conflict resolution would be a helpful addition to the MAC, and she is excited to have an opportunity to serve if elected.

Hello, I’m Gerardo Ortiz. I’ve been part of the Free Methodist Church since November 1982 until now. After graduating from our Biblical Institute in Hermosillo, Sonora, Mexico, I served 16 years in the FMC Mexican Conference before I became part of the FMCSC Conference in 2002. While serving in Mexico, I was part of the MAC & MEG Board, and Conference’s Secretary for 12 years. Now, as part of the FMCSC Conference for almost 23 years, I have served on the Nominating Committee, MAC & MEG Board, BOA, and Financial Committee.

Yvonne Arroyas

Yvonne Arroyas is a devoted servant leader with a deep passion for ministry and a heart for helping others grow in their faith. She is a woman of prayer. Yvonne and her husband previously planted a church in East Los Angeles and Lancaster, CA, where they faithfully served their communities for several years. Today, she continues to live out her calling at Chapel of Change in Paramount, CA, where she serves as a key member of the leadership team. At Chapel of Change, Yvonne oversees a Host Team, managing ushers, greeters, offerings, and first-time guest experiences. She is also an active member of the worship team where she serves weekly. Yvonne recently led an eight-week study, inspiring and discipling others through God’s Word. Yvonne’s commitment to the church and her love for people is a powerful reflection of her dedication to God’s call on her life.

Through his preaching, mentorship, and community outreach efforts, he inspires men to grow in their relationship with God and impact their families and communities for Christ. Pastor Terry’s leadership at Men’s Ministries International and Chapel of Change Church has brought about transformation and revival, as men are equipped and encouraged to fulfill their God-given purpose. Kevin Boyce

Kevin has served in the Free Methodist Church in Southern California (FMCSC) for 33 years. He spent 13 years at Light & Life Christian Fellowship in North Long Beach and has served as Senior Pastor at Light & Life Downey for the past 20 years. Kevin is passionate about supporting pastors, both one-on-one and by helping teams and churches navigate change and difficulty. He encourages a grounded, hopeful view of ministry that’s both realistic and life-giving. He is especially committed to walking with new pastors as they begin their ministry journey. He believes a strong start can shape a lifetime of faithful service. Kevin also emphasizes that personal health is the foundation for effective leadership. He encourages pastors to prioritize their spiritual, emotional, and relational well-being, not just the growth of their ministries.

Andrea Vaudrey

Andrea Vaudrey has over 20 years of experience in pastoral ministry and possesses a profound affection for the church. From 2019 to 2023, she served as one of the Pastors at Commission Church, where she oversaw children’s, youth, and young adult ministries before transitioning to the role of Communications Pastor. As a layperson at Commission Church, Andrea actively participated on the Board, Teaching Team, Pastoral Care Team, led Life Groups, and volunteered in various other ministries. She holds a Master of Divinity from APU and currently teaches in their Practical Theology department. Her dedication lies in fostering holistic ministry within the local church, and she’s enthusiastic about discussing various strategies to advance the flourishing of God’s Kingdom. As an Elder in the FMC, Andrea deeply resonates with the values of “Free” within Free Methodism.

Ashlyn Whyte

Ashlyn Whyte served for 5 years at a Christian non-profit organization, Jill’s House, supporting children with intellectual disabilities and their families. This time in ministry led to a career as a Behavior Analyst, supporting children with Autism in the local communities of the Inland Empire. As a layperson at Commission Church, Ashlyn has served in children’s ministry, the Online ministry team, and has led Life Groups. Ashlyn has supported and witnessed firsthand the ordination process as her husband became an Elder in the Free Methodist Church. Ashlyn desires to support those pursuing ordination and vocational ministry in discerning their calling. Ashlyn seeks to support them in their journey of growth and development.

Theadora Carlson

Theadora Carlson is both a five-year ongoing member and core leader at Chapel of Change. She is the Team Connection Chairperson responsible for member and visitor retention at all four campuses. Her commitment to the 3 T’s (Time, Talents, and Tithing) is one of her ongoing strengths. She is a presenter, a team leader, a church planter in Redondo Beach (CoC), and a women’s advocate of “Fitness and Witness,” on the beach, which she founded. She teaches alongside her husband at Redondo Beach Veterans Park, an extension of CoC outreach. She volunteers at CoC’s women’s Abide Ranch and co-labors with her husband bringing a “healing circle” to at-risk women residing there. She is a second-year student at Aldersgate School in lay ministry. She receives mentoring from the senior pastor in weekly leadership classes. This season in her life is fully dedicated to Christ and the Free Methodist Church.

Jannet Delva is an ordained elder in the Free Methodist Church. She has been part of the Free Methodist community since 2013. Jannet has an MDiv from Azusa Pacific Seminary and a Bachelors of Arts degree in Graphic Design with a Spanish minor from Azusa Pacific University. She has previously served on the FMCSC Executive Team, as a pastor in various FMCSC churches, and has been a member of the Nominating Committee and MEG Board. She has served as a Campus Pastor and Adjunct Professor in the Practical Theology Department at Azusa Pacific University. She is currently a Board Certified Chaplain serving veterans at the VA Loma Linda Hospital.

Raymond Ramirez played an instrumental role in launching Chapel of Change, which now has four thriving campuses. Currently, Raymond serves as a Campus Pastor. He faithfully shepherds his campus and oversees all aspects of the campus, which includes leading the men’s ministry. Raymond leads team meetings, mentors leaders, and helps drive the church’s growth with excellence. He is passionate about raising up the next generation. He is committed to equipping others for impactful ministry. His precision, dedication, and heart for God’s people continue to shape the mission and momentum of Chapel of Change.

Fraser Venter

After serving as a local Church Pastor and Conference Superintendent in the FMCSC, Fraser currently is the Free Methodist Strategic Catalyst for Love-Driven Justice. This position encourages FMCUSA conferences, churches, networks, pastors, and leaders nationally and globally to know and demonstrate God’s heart for justice. Fraser serves on various non-profit boards and networks focused on counseling, education, finance, worship, diversity training, and justice issues. Fraser’s greatest joy is loving God and his family, believing in the potential of people’s dreams, giving space and voice to the marginalized, helping others find and live in their strengths, and living with a legacy mindset. Fraser and Joanne have been married for 32 years and have four children, two by blood and two by love, and now the captor of their heart, their first grandchild, Gabriel William Marble.
